I will not call a hotel "cheap" when it does not reach that line. Instead, I lined up the three hotels that came in at twenty thousand yen or less for two, using amounts for the same day.

The access line says about 5 minutes on foot from the east exit of JR Nagasaki Station. It also says 2 minutes on foot from the Nagasaki Prefectural Bus Terminal (airport limousine bus and express bus). The name of the exit (east exit) is given.
What caught my eye is the time to the bus stop. The access line says 2 minutes on foot from the bus terminal, while the listing text says about 5 minutes on foot from the airport limousine bus stop.

The listing text of Hotel Cuore Nagasaki Ekimae says the hotel stands in front of JR Nagasaki Station, that every room has Wi-Fi and that there is a women-only floor. The access line, however, says about 5 minutes on foot from the east exit of JR Nagasaki Station and about 1 minute on foot from the express bus terminal.
"In front of the station" gives the impression of being right outside the station. But the guide to how long you will walk is the "about 5 minutes on foot" in the access line. On a day with a lot of luggage, it is safer to plan on walking 5 minutes.
The access line of Hotel Wing Port Nagasaki also says about 5 minutes on foot from the east exit. Looking only at the minutes from the east exit, these two hotels are written the same way. As I wrote above, the times to the bus stop do not agree for Wing Port.
